The Union Council understands that good corporate governance is an essential precondition to the organisation’s ability to achieve its mission in the most effective and sustainable manner. Ultimate responsibility for the governance of the BUV rests with the Council.

The Council is comprised of six independent, non-executive Council members as well as the Director of Ministries, Honorary Legal Advisor and Union Secretary. The Council members have a broad range of business, institutional and governance experience. They apply judgement and accountability standards to ensure that our work results in the greatest possible impact on constituent churches that we serve.

The Council expects the organisation as a whole, every member, partner and employee, to conduct themselves with the highest ethical standards.

The Council has adopted a formal Council Charter and a set of Council Policies which detail the Council’s role, powers, duties and functions. In addition to the matters required by law, the Council is responsible for:

  • Setting the strategic direction for the organisation, assessing progress towards strategic objectives and approving policies to work towards those objectives;
  • Recommending the appointment of the Director of Ministries to the Assembly;
  • Approving the remuneration and tracking performance of the Director of Ministries;
  • Approving the annual budget;
  • Considering and approving strategies and policies to ensure appropriate risk management;
  • Monitoring and receiving advice on areas of operational opportunities and financial risk;
  • Ensuring compliance with laws and policies; and
  • Appointing sub-committees to assist in effective governance.

The Director of Ministries is responsible for operational management, with all powers, discretions and delegations authorised, from time to time, by the Council. The Council is responsible for regularly reviewing and ensuring that all necessary and appropriate delegations are in place to enable the Director of Ministries and Leadership Team to meet this responsibility.

No fees are paid for serving as a Council member.

All Constituent Member Churches of the Baptist Union of Victoria are entitled to appoint and send a certain number of Delegates to BUV Delegates Dinner to represent their church. Previously known as ‘Assembly’, the Delegates Dinner is the place where members of the Baptist Union join together to pray and discern, discuss and share, vote and decide on business, governance and other matters integral to the life of the union of Baptist Churches in Victoria. We value association, and one of the key vehicles through which Victorian Baptists gather together around the mission and business of the union of churches is the Delegates Dinner.

Delegates from each Baptist Church carry the responsibility and trust of each church to represent to the wider body, what has been discerned as God’s leading in each local church setting. To increase the number and quality of the opportunities Victorian Baptists have to gather, discuss and discern together, the BUV office supports a series of Consultation Forums across the state during each year. The geographic spread of these forums is intended to enhance the ability for most delegates to participate during the year in addition to attending Delegates Dinners.

The eight Consultation Forums held across the State throughout the year, set aside time for Baptists to come together, listen to God and each other, to discern God’s ways, not our own preferences. We come together to seek God’s best purpose for us – together, as a movement of Baptist Churches, intent on advancing the Kingdom of God. The Consultation Forums, along with the twice per year Delegates Dinners enhance our connectedness. We believe we are better together for mission.

The Council is responsible for considering and approving strategies and policies to ensure appropriate risk management. Risk assessments are conducted and risks across the organisation are identified for analysis, treatment and/or monitoring. These risks are rated and assigned to members of the Leadership Team as ‘risk owners’ who are responsible for management of each risk. The risk owner adopts and approves the risk treatment plan for their area of risk. Risk treatment plans include measures such as periodic audits and internal reviews of processes and policies.

The Baptist Union of Victoria is a body corporate established under the Baptist Union Incorporation Act 1930 in the State of Victoria. The incorporated entity operates under a Constitution.

The BUV Act and Constitution also governs associations between the ‘wider BUV’ (BUV body corporate, constituent Churches, BUV Agencies and BUV Boards and Committees).

The BUV is registered as a charitable institution and entitled to the following tax concessions:

  • GST Concessions
  • FBT Rebate
  • Income Tax Exemption

The BUV’s charitable status means that it does not pay tax on its own income (mainly investment income, insurance fees and membership contribution fees).

Certain activities that the BUV undertakes qualify for tax deductibility in the hands of the donor. For this purpose a necessitous persons fund, Refugee Airfare/ Assistance Loan Scheme, with Deductable Gift Recipient (DGR) status was established.
